1.happen，occur两者都可以表示“突然的偶然发生”，常常可以互换通用：
此时两个词只是仅仅happen是普通常用词；occur比较正式。

no matter有“无论如何”和"不管怎样"的意思，后面的时态是用一般现在时表示一般将来时，no matter what =whatever 所以后面两个都可以，第一个时态错误，上面已经分析了。

arise一般用于表示不在预期内出现的问题，困境或者机会等。
注意：arise是比较正式的表达，口语中一般使用come up.
